The organization aims to develop the best practice to address mass human rights violations and to realize a victim-oriented approach and justice in societies that are making a transition from or have yet to make a transition from armed conflict or dictatorship. TJWG is a leading organization in documenting and mapping human rights violations in countries with limited physical access, such as North Korea. -

1969년 KAL기 납북억류 국민 문제 대정부 질의 (통일부 장관, 국가인권위원장, 외교부 차관)
2019년 9월 3일 국회 예산결산특별위원회(예결특위) 자유한국당 성일종 국회의원 대한민국 국회 예산결산특별위원회에선 납북억류국민 문제를 외면하거나 방치하고 있는 대한민국 정부에 대한 질의와 질타, 관계부처 장차관들의 답변이 이뤄졌습니다. 더 면밀히 감시하고 요구하며 행동하기 위한 중요한 명분과 단계를 하나 더 확보했다는 점에서도 뜻깊습니다. 자유한국당 성일종 의원은 1969년 KAL기 납치피해자 가족회 황인철 대표의 진정을 정치적으로 민감한 사안이라는 황당한 이유로 두번이나 각하시킨 국가인권위원회 최영애 위원장을 먼저 질타했습니다. 문재인 정부 들어 3차례의 남북정상회담을 포함해 36회 이상의 남북대화를 하고도 북한측에 납치된 국민 송환요구를 하지 않은 통일부에 대해선 말로 노력한다 하지 말고 가시적으로 북한에 제기할 것을 김연철 장관에게 요구했습니다. 강경화 장관이 외국 가고 없으니 차관이 나온 외교부에는 우루과이와 아이슬란드 정부가 유엔에서 KAL납북 문제를 제기해주고 국제앰네스티가 캠페인을 벌여주는데도 정부는 과연 무얼하고 있는지 묻고, 북한이 위반한 국제협약들을 확인하여 북한을 국제사법재판소(ICJ) 제소하는 것을 검토하도록 요구했습니다. 중간에 앞으로 어떻게 할 것인가 다시 묻는데 세 명의 국무위원 누구도 먼저 우리가 하겠다고 나서는 이 없어 눈치보기 침묵이 흐르는 순간이 있었습니다. 결국 세 부처를 대표한 모두 관계부처들간에 협의해서 애쓰겠다는 주인 없는 답으로 마무리됐지만, 공히 무엇이라도 하겠다고 공언했으니 무엇을 하는지 지켜보고 비판과 압박의 강도를 높여야겠습니다. 1969년 KAL기 납치피해자 가족회 황인철 대표님과 권영민 활동가의 간곡한 호소를 전달받고 나서주신 성일종 의원님과 준비해주신 김태륜 보좌관님, 기회를 만들고 이어주신 자유한국당 예결위 전수경 심의위원님, 관련 국제협약을 짚어 이 일들이 가능하게 백방으로 뛰어준 전환기정의워킹그룹(TJWG)의 법률분석관 신희석 박사에게 감사드립니다. 국정감사까지 계속 흐름이 이어져 납북억류 문제가 바른 길로 잡히도록 계속 돕겠습니다. 영상출처: 국회방송 -
